Carl Blumstein became BECI’s Deputy Director in early 2015, when California Institute for Energy and the Environment (CIEE), of which he is also Director and a co-founder, merged with BECI.
Carl has 40 years of experience in energy research and R&D management, and served for 10 years as the Associate Director of CIEE before becoming the Director in 2002. Since CIEE joined BECI, Carl has helped to establish BECI’s multi-million dollar research program by leading BECI’s team of researchers while coordinating research sponsors and leading researchers from Berkeley, Lawrence Berkeley National Laboratory and other UC campuses. These efforts focus on energy efficiency and on methods for bringing renewable electricity generation onto the grid.
From 1981 until 2016, Carl held a research appointment at the UC Energy Institute. He is now an affiliate of the Energy Institute at Haas. His research interests center on energy efficiency and energy policy. Carl is also the Director of the CITRIS Sustainable Infrastructures Initiative.
Carl’s recent work includes publications concerning evaluation and incentives for energy efficiency programs, the administration of energy efficiency programs, restructuring in the electric power supply industry, the Strategic Petroleum Reserve and the role of market transformation in energy efficiency programs.
Carl is Chair of the Board of Directors of the American Council for an Energy-Efficient Economy (ACEEE), a member of the Board of Trustees of the Consortium for Energy Efficiency and a member of the Gas Technology Institute’s Public Interest Advisory Committee. He served on the Board of Governors of the California Power Exchange from 1997 to 2003.
Carl has a BS from Reed College, an MS from San Diego State University and a Ph.D. from UC San Diego in Chemistry.
